In a mixing bowl, blend together the egg whites and cream of tartar until it forms stiff peaks.
In a separate bowl, beat together the egg yolks, cream cheese, garlic powder and salt until smooth.
Fold the cheese and egg white mixture into the cream cheese mixture until well combined.
Drop the mixture into eight even circles on a parchment lined baking sheet.
Top the circles with the bacon pieces and two jalapeno slices each.
Bake for 20 minutes.
