Place the butter in a pot over medium heat on the stove.
Add the onion and celery to the pot and saute until becoming tender.
Place the minced garlic into the pot and saute another 30 seconds.
Pour the beef broth and heavy whipping cream into the pot. Stir to combine.
Stir in the sauerkraut and corned beef as well as salt and pepper to taste.
Cover the pot and simmer for 20 minutes.
