Preheat the oven to 350 degrees.
In a mixing bowl, beat together the almond flour, baking powder, baking soda, butter, eggs and salt until well combined.
Stir in the green chilis.
Cook the ground beef and onion in a skillet over medium high heat until the meat is browned and the onion has softened. Drain any excess grease.
Stir in the taco seasoning and minced garlic, and saute for 2 minutes more.
Spread the meat mixture in the bottom of a well greased 9x9 baking dish.
Smooth the topping mixture over the meat.
Bake for 25-30 minutes until golden brown and cooked through.
Serve with chopped parsley and an optional sprinkle of chopped tomatoes if desired.
