Add the beef broth, water, onion, ginger, cinnamon, star anise, cloves, sugar free honey and fish sauce to a pot over medium heat.
Cover, and bring to a low boil.
Reduce the heat to medium low, and simmer covered for 30 minutes.
Season with salt and pepper to taste.
Drain the broth through a sieve and pour the broth back into the pot.
Add the steak to the pot, and cover to simmer until the steak is cooked through.
Mix in the miracle noodles, and serve garnished with bean sprouts, lemon wedges, cilantro and green onions.
